ANALYTICAL ASSESSMENT OF ORGANIZATIONAL, ECONOMIC AND FINANCIAL CONDITIONS OF THE DEVELOPMENT OF HIGHER EDUCATION IN UKRAINE

Abstract
The article analyses the condition of developing the higher education in Ukraine, determines organizational, economic and financial conditions of higher education system functioning and substantiates proposals on further optimization of development of higher education system. Aim of the article is to highlight the results of researches on the analytical assessment of organizational, economic and financial conditions of development of higher education system in Ukraine. The following methods were used for the research: logical generalization, abstraction, induction and deduction, economic modeling, statistical analysis, expert assessments and analytical comparisons. The following conclusions are substantiated by the research: 1. State policy of higher education development shall be regulated by the current legislation and supported by the sufficient financial resources (budget and out?of?budget). 2. Very important task for developing the market of educational services is definition of labor market demands and formation of the state order for the trainings of employees on specialties and educational levels. 3. Increase of higher education financing is necessary, but insufficient condition for receiving high?quality educational services and achieving high level of competitiveness of graduates of higher educational institutions. 4. State target complex program aimed at including 2?3 Ukrainian universities in the list of world leading universities should be developed and approved (TOP?500). 5. It is necessary to approve on the legislative level the main concepts of higher education as type of economic activity, including the concepts “educational service”, “educational product”, “market of educational services”, etc. 6. To increase the quality of educational services, competitive capacity of higher educational institutions and implement the best European experience of reforming higher educational system in the higher educational system of Ukraine and apply effective mechanisms of forming and regulating educational services, the state shall radically extend the institutional, academic and financial autonomy of higher educational institutions. 7. State policy in the sphere of providing qualitative educational services in the higher educational system in Ukraine requires effective institutional, legal and financial support for activating effective economic mechanisms of forming and regulating educational services.
