Ways to enhance innovation activity in Ukraine

The modernization of Ukrainian economy provide for the formation of a new economic policy which is based on the innovative development of the country. Therefore, the principles formation of innovation policy, which aims to modernization is relevant and reasonable.The object of the article is policy recommendations for improving the institutional basis of innovation policy under modernization conditions of Ukrainian economy. The tasks of article are analysis the conflicts of laws of innovation policy formation, the analysis of infrastructures of the innovative development, state support of innovation activities in Ukraine and the countries that implement effective economic reforms in innovation sphere, policy recommendations of economy modernization. The research methods include: methods of economic analysis, synthesis, induction and deductions, sociological research methods (questionnaires, surveys) and other general scientific methods. The article examines and determine a number of obstacles that hinder the effective development of businesses in the modernization of economy and do not give them incentives for introduction of innovations. The main reasons of these obstacles are the lack of state financial and conflicts of laws. The article determines the list conflicts of laws, which govern the relations in sphere of financial support to innovation enterprises. The author analyses the programs of stimulate innovation enterprises in Europe. The author offers improvement measures of innovation policy. One of these motions is legislation amendments and create a new law "About state financial support to innovation activity". This law will be determine the benefits for innovation enterprises. With the purpose of making more innovative activities also need to coordinate the work of state bodies, improve communication processes, legislation in the field of intellectual property and create conditions for formation the innovation culture among enterprises. A key factor of the development of innovative activity in Ukraine is mandatory , guarantee of financial support. It is necessary to introduce adjustments to existing laws and ensure their financing facility. In order to get that done make alterations to legal system, create the system of innovation benefits in the new law "About state financial support to innovation activity " and improve investment climate which influence on modernization process in Ukrainian economy.
