Abstract
The system of financing sources of higher educational schools is analyzed. Special attention is paid to the formation of special capital stocks and investments process in scientific research and innovations. Prospects policy of investment in human capital is determined. It is defined that Ukrainian legislation establishes clear guarantees and the state responsibility for quality assurance of higher education that is an extremely important condition for the entry of Ukraine into the European space of higher education. It is substantiated that the foundation of high educational system development is the investment processes and the improvement of investment processes management in education system, making new procedures of investment additional funds in it, is the essential element of management of its development. Higher education must be oriented on the specialist's competitiveness in Ukrainian and European labor market and social and economic requirements of country and region development. Prospects for further studies include the creation of regional development strategy of higher educational institutions with taking into account the state program of higher education institutions development, various sources of its financing and cooperation with employers.
