Pharmaceutical Security as a Component of Economic Security of the State in Terms of Innovative Models of Social and Economic Development

Problem setting. The paper deals with pharmaceutical security as a component of economic security of the state in terms of innovative model of social and economic development. The basic approaches of pharmaceutical security have been described, domestic and foreign scientists have formulated them, feature analysis of indicated period has been conducted, the author's definition of the concept has been proposed. This article highlights the existing threats of pharmaceutical security and the factors that contribute to the formation of a pharmaceutical security system of the state. Analysis of recent researches and publications. General theoretical aspects of economic security are considered and highlighted in the works of Ye. M. Belousov, D. V. Zadyhaylo, V. M. Pashkova, L. S. Shevchenko and others. Works of A. I. Datsko, O. I. Datsko, V. V. Shapovalov, V. P. Chernykha are dedicated to determination of the theoretical and methodological principles and criteria for the formation of pharmaceutical security of the state, analysis of pharmaceutical security indicators in the context of the domestic pharmaceutical market trends, development of conceptual approaches to the formation of pharmaceutical security system of Ukraine. The issue of economic security of the pharmaceutical industry is included in works of D. A. Kuznetsov, E. A. Korzhavyh. Purposes of research. The aim of this work is the comparison and correlation of approaches to definition of pharmaceutical security of the state, the characteristic of its theoretical foundations, entities and components. Attention is paid to the role and place of the pharmaceutical security in the economic system of the state, identification of threats and ways to achieve the appropriate level to ensure the pharmaceutical security in terms of innovative model of social and economic development of Ukraine. Paper objective. The economic security of the state is one of the most important components of the national security system as a complex for protection of national interests, but also basic, decisive factor of observation and implementation of national interests. Analysis of publications has been devoted to the issue of pharmaceutical security. It shows the lack of unified approach among scholars both to the definition of ?pharmaceutical security? and to comparison with other elements of economic security. The study of literary sources has resulted in determination of the following phrases used by domestic and foreign researchers to demonstrate the essence of the phenomenon: 1) ?pharmaceutical security?, 2) ?vital security?, 3) ?drug security?; 4) ?economic security of pharmaceuticals enterprises? and 5) pharmaceutical security. Conclusions and prospects for the development. Analysis of the main approaches to the definition of pharmaceutical security of the state allows for the conclusion of the necessity of further theoretical developments in this area. This problem is actualized through the lack of a clear legal definition of ?pharmaceutical security of the state? which creates uncertainty in the actions of the state administrative apparatus and leads to errors in the formation of regional and national- wide programs of economic development and programs in health care.
