Paradigm of functioning of small business in conditions of decentralization of the regions

The article presents the analysis of decentralization reforms in the country and defined its character. The attention is focused on the concept of transformation of partnerships of small and medium business, government and the public in the main criterion of success of an enterprise. Characterized the position of the state in relation to small business in modern conditions of development. Recommended to public authorities and local governments to use the experience of some foreign countries.
