Abstract
This study aims to determine the approaches used and the driving factors of the bureaucratic reforms implemented in Tanah Bumbu Regency. Direct data collection was conducted in March 2014. The in-depth interviews carried out to the main respondent: the public and the government, in order to obtain complete and balanced overview of the performance of local governments. In addition, the approach used is library research, by collecting/studying secondary data: books, journals, research results, proceedings, and other information that support this study. The results of this study showed that at the beginning of the reform, Regent of Tanah Bumbu implement a model of power-coercive known as “Ilahiyah Management“to encourage discipline of the apparatus. Leadership models of the new regent, just continue the model (Ilahiyah Management) with normative-re-educative approach: an attempt to maintain the system continues to run well, and be awork culture of the apparatus. Furthermore, another factor that drives the success of reforms in Tanah Bumbu is reformist leadership factors that focus on: Education, Health, and Infrastructure, known as Tri Dharma Development.
