DAMPAK PELAKSANAAN KEBIJAKAN PENGHAPUSAN RETRIBUSI PERIKANAN (Studi Kasus di Kabupaten Subang, Jawa Barat)

Minister of Marine Affairs and Fisheries policy to remove fishery retribution, is intended to ease the burden and increase the income of fishermen. The implementation still cannot yet to be implemented in Subang Regency, due to the absence of the clarity of legal instruments and mechanisms for compensation for the elimination of fisheries retributions. The purpose of this research is to determine the impact of regional income, fish market operations, and fishermen, if elimination of fisheries retributions applied in Subang Regency. Analysis of research is conducted by using descriptive exploratory method through to case study approach, supported by primary and secondary data. The results showed, if the fishery retribution abolished: First, it would reduce this source of revenue assets Subang Regency; Second, it will cause the fishing Blanakan Sub-district helpless when experiencing difficulties; Third, there will be no impact of fish market in Blanakan Sub-district. The terms of policy implications, government (Ministry of Marine Affairs and Fisheries) should make a rule (Peraturan Menteri) to remove the fisherie retribution, and provide solutions of compensations mechanism to remove of fisheries retribution.
