Abstract
The article deals with the historical aspects of the formation and development of Odessa during the reign Armand Richelieu. The mechanism of growth of the city and the main achievements of the successful leader are highlights. The main management measures and human qualities of the Duke, and reasonably causes of economic and social growth are analyzed.
