Abstract
This study reveals the problem of distinguishing between budget authority in Ukraine. The analysis of the regulatory framework that governs the work of public authorities and local governments. A number of issues that suppress the creation of an effective system of intergovernmental relations, and proposes a list of ways to overcome this problem. Zazancheno that the presentation of problems in the construction of intergovernmental relations, namely the division of power, causing negative consequences in the budget legislation that effectively boil down to the fact that local authorities have very limited capacity to meet the demand.
