Abstract
The national innovation system is a qualitatively new phenomenon that began to take shape under the influence of science and technology and transformed the main factor of economic development. This phenomenon is objectively necessary form of the STP, given the fact that the implementation of the operation conducted by individual innovation firms, institutions, etc., and so is the creation of a single set design, implementation, upgrade, use of equipment and technologies within the country.
