UNDERSTANDING AND INTERPRETATION OF METROPOLITAN MUNICIPALITY REFORM BASED ON LAW NO. 6360 [6360 SAYILI KANUNA DAYALI BÜYÜKŞEHİR BELEDİYE REFORMUNU ANLAMA VE ANLAMLANDIRMA]

The search for a model on metropolitan municipal administration in Turkey goes back to the Ottoman era. Increase of large scale city areas caused by accumulation of populations has contributed to the currency of discussions on metropolitan municipal administration. Two main axes of reforms in metropolitan administration in Turkey are the recognition of two stage metropolitan structure as the core model and gradual enlargement of metropolitan municipality to the city borders and decrease of the local government functions in the metropolitan municipality areas. In scope of this research, the law number 6360 and its reason of preparation along with the results it has brought will be analyzed in the context of local government, metropolitan administration, small scale local governments, centralization-decentralisation, local politics and democracy.
