THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF THE FORMATION NORMATIVE BASE OF INNOVATION-TECHNOLOGICAL THE DEVELOPMENT OF ANIMAL HUSBANDRY

Analysis of the development of livestock sectors of the Russian Federation showed that in a strategic perspective, due to the large-scale introduction of innovative technologies into production, a significant part of the currently used of norms, norms and normative indicators should be replaced by new ones. The paper presents the main principles, directions and classification structures for the formation of the normative base for livestock. It has been established that the flow of information about innovative technologies, as well as norms, normatives and prospective parameters that meet the requirements of the new bio-informational technological structure, is an integral part of the theory and methodology of the normative base for the innovation and technological development of livestock. In the course of works on creation of new System of norms and normatives in livestock, meeting the requirements of bio-informational technological structure, it is important to maintain continuity in relation to the previously existing System of norms and normatives to reform it by gradually revising and replacing outdated regulations in force, the local restrictions of their application or removal from the sphere of use, taking into account phasing of the transition to a higher level of technological development of commodity-money relations and opportunities at this stage.
