Abstract

Surabaya, as the second largest city in Indonesia, has attracted many urban people to come and to earn some money for the improvement of their lives. Most of them work in the informal sectors and one of them is garbage trading which has grown very well. The main actors in garbage trading are scavengers living in the area of the waste disposal in Njawar, Benowo, Pakal District, Surabaya. They implement a livelihood strategy to maintain their survival. Since the local government does not give any attention or support to the community, they make use of some existing assets in the forms of capitals of human, economy, society, garbage and spirituality. The study reviews on the strategy of the scavengers in maintaining their survival and the role of the government in supporting the community. Descriptive-qualitative approach is applied. Data collection is done through the purposive random sampling technique in the form FGD and in-depth interviews to explore deeply the existing problems
