INTANGIBLE CULTURAL HERITAGE PROSPECTS IN CREATIVE INDUSTRIES VALUE CHAINS IN UKRAINE WITHIN THE EU INTEGRATION

Abstract
National cultural heritage faces two key challenges: its gradual decline and oblivion, driven, on one hand, by incompatible procedure of intangible cultural heritage object's (ICHO) identification, teared and inconcerned stakeholders regarding existing tools for its protection and support, and on other hand — by protracted deficit of financial resources for ICHO revitalization, and by procedural limitations for budget expenditures by their managers. As possible solution we suggest the development of project's finance mechanism of ICHO revitalization induced by development of cultural and creative industries in Ukraine fostering revitalization of ICHO. Interdisciplinary nature of research (on the borders of culture, finance and accountancy), designed both to target several intrasectoral problems and challenges, and to generate positive spillover effects on other cross-border traditional and new sectors of economy within Industry 4.0 and ecosystem innovations, in cooperation with integration of best innovative world practices in the field of ICHO preservation for Ukraine at local level in the context of decentralization and shift towards medium-term budgetary planning, together with innovative private sector financial tools (crowdfunding, start-up and seed financing), will enable essential local communities, stakeholders', activists' and responsible entities' capacity enhancement for preservation and revitalization of ICHO. We propose to amend and upgrade existing organizational and technical bases of ICHO preservation to the would best practices, and focused at: 1) finalizing of National Register of ICHO (in order with liabilites within UNESCO Conventions 2003 and 2005); 2) development of accountancy guidelines for ICHO, 3) development ICHO accounting card, profits and costs accounting methodology; 4) construction of web-tool for ICHO register; 5) active integration of ICHO in creative start-ups' and cultural projects' value chains. Besides this, action plan should comprise legal refreshment in revitalization of intangible cultural heritage, and active training and promotion activities between both CCI stakeholders and wide range of potential cultural products consumers.
