Belediyelerin Stratejik Planlarında Çevre: İstanbul Ölçeğinde Bir Değerlendirme

This article aims at reviewing the environmental dimensions of strategic plans prepared by 37 district municipality of İstanbul between 2006 and 2019. Geographical situation, infrastructural facilities, cultural and historical assets are driving factors behind defining environmental strategic objectives. Environment and Health Management, Environment Protection and Development Sector, Environmental Services Directions are some examples of framing the environmental services within the strategic plans. Environment Protection and Control and Cleaning Services Department are the main actors responsible from strategic objectives. Local strategic plans are rarely connected with regional or national strategic plans or policy papers. Performance objectives, performance indicators and environmental budgets are absent in the first periods of strategic plans however concrete objectives and specific budgets to environmental goals are recorded in the process of time.
