THE ANALYSIS OF DYNAMIC CAPABILITIES BASED ON STRATEGIC PLAN: THE CASE OF A PUBLIC INSTITUTION

Abstract
Dynamic capabilities account for high-level strategic capabilities relevant to innovation and change beyond the ordinary capabilities that are necessary for enterprises, institutions and organizations to carry out their activities. From this perspective, it can be thought that dynamic capabilities are integrated in the strategic plans and policies of organizations. In the present study, the 2015-2019 Strategic Plan of the Ministry of Culture and Tourism of the Republic of Turkey was evaluated. In the study where a qualitative research approach and document analysis technique were adopted, The Ministry's strategic plan has been analyzed within the categories determined using the dynamic capabilities literature. According to the results of the analysis, it was found that dynamic capabilities did not take enough part in the strategic plan, and according to their frequencies dynamic capabilities were ranked as integrating, anticipating (sensing), learning and developing and coordinating respectively. In conclusion, it is recommended that the Ministry of Culture and Tourism adapts to changes continuously and takes into account the four categories relevant to dynamic capabilities in its plans and practices in order to increase the share of our country in the world tourism.
