Abstract
The article is intended as a summary of what we generically call the Soviet program of active measures used to achieve the U.S.S.R.'s objectives during the Cold War. The intelligence services of a state do not limit their activities strictly to the process of gathering information, but act on several levels to complete the work of intelligence. A distinct concern of the institutions with intelligence / counterintelligence tasks is the active measures operations designed to create strategic advantages on short, medium and long term to the states to which they belong. Active measures (activîie meropriatnîia) is a phrase used in the Soviet language of intelligence dating back to the formation of the U.S.S.R., being commonly used in achieving goals through political manipulation and propaganda in order to influence international public opinion
