Abstract

The article deals with problems of state regulation in matters of economic incentives for employers to improve the working conditions and safety. With the introduction of the Federal Law of July 24, 1998 No 125 - FZ, in one way or another has been solved only the rst task: compensation for damage to the insured. The two remaining tasks: to provide economic interest of insurance subjects to reduce the occupational risk and to ensure preventive measures to reduce occupational accidents and diseases for several reasons are not implemented adequately in practice. The injury indicators and working conditions analysis in Kemerovo region for the period from 2006 to 2014 was ful lled. A constant level of occupational diseases and the increase in the number of workers in conditions that do not meet sanitary requirements are noted. We consider the structure of discounts and bonuses to the insurance tariff, established for Kemerovo region employers in the years 2008-2014. Analysis of the RF FSS and Russian Federation KROFSS costs aimed at the prevention of occupational accidents and occupational diseases are ful lled.
