Abstract
In Soviet Union Houses of Culture (“Dom Kultury”) all over the Russian Federation were an establishment for all kinds of recreational activities and hobbies: from drawing till performing arts. Modern cultural center is an organization that as well promotes arts and culture in district of location. It can be also a place of communication and meeting of different social and cultural groups. It is very important to see that cultural centers can be a social hub for neighborhood community and different private facilities.
