Abstract
The present article seeks to carry out along the lines an interpretation and opportunity to reveal the meaning and connection between Arts & Human Rights from of a singular piece, a mosaic made by the American artist Norman Rockwell entitled: “Golden Rule”, 1961. Human rights are rights inherent to all irrespective of nationality, place of residence, sex, ethnic origin, colour, religion, language or any other status. We must agree that artistic and cultural freedom of expression and the access of all citizens to culture are fundamental rights of every human.
