BUDGET EXPENDITURE AS A COMPONENT OF THE PUBLIC DEVELOPMENT

The subject of research is the theoretical and practical issues of planning expenditures in terms of economic transformation. The article purpose is the disclosure of formation of expenditures as a component of the public development. Research methods. In this paper is used a set of scientific methods and approaches, including systemic, structural, comparative, factorial methods that allowed to realize conceptual integrity of the study. Results of work. The economic essence expenditures as part of social development, based on the use of aggregate instruments of budget funds include the identification of areas of economic development, the main objectives of economic growth, forecast indicators of public spending, strengthening balance the budget system, improve the efficiency of public spending, effectiveness of budget programs, validity and transparency of budget. The approaches to determining the priorities of fiscal policy in spending, taking into account the cyclical development of the economy, the stability of the budget system that will promote the achievement indicators of socio-economic development.
