The concept of forming a system of technological entrepreneurship in Ukraine

The article describes the author's vision of the concept of forming a system of technological entrepreneurship in Ukraine. The factors hampering the innovative development of the domestic economy are singled out: organizational: the lack of incentives to form new organizational forms for conducting research and innovative development, the ill-conceived reform of this sector without a clear vision of the desired image of science in the country, an imperfect financial and personnel policy in the field of science, leading to a critical loss potential of researchers, inadequate functioning mechanisms of public-private partnership in the field of innovative development, imperfect state industrial and innovation policy; financial: an imperfect structure for financing scientific and technological development, in particular, an extremely low share of foreign and domestic business structures; low effectiveness of mechanisms for concentration of resources within the existing mechanisms for selecting and implementing priority directions for the development of science, technology and technology; economic: a low level of competitiveness of domestic production, and, accordingly, a low proportion of innovative industrial enterprises; many enterprises of the industry do not maintain competition even on the domestic market; the consumer market of Ukraine is increasingly filling the goods of foreign production; on theverge of survival were high-tech industries, a significant part of the scientific and technical potential was lost; negative structural changes for a long time were accompanied by the loss of jobs, the economic decline of many settlements where the city-forming enterprises ceased their activity, which led to mass labor migration of economically active population to other countries. The conceptual-categorical apparatus of the theory of the national economy is developed in terms of definitions of the concepts "technological entrepreneurship" (as an entrepreneurial activity in converting scientific knowledge into innovative ideas for creating new products and technologies adapted to modern value-added chains) and "a system of technological entrepreneurship" (as a single complex social institute "education, science, technology, innovation, technological entrepreneurship"); the principles of building a system of technological entrepreneurship (purposefulness, integrity, self-organization, completeness, competition, openness), criteria for its efficiency (stability, stability, balance, reliability), basis (in the form of scientific and technical infrastructure), elements and relationships between them; the methods and mechanisms for ensuring the functioning of the system of technological entrepreneurship are defined.
