System Diagnostics of a Regional Sports Complex: Theory and Tools (On an Example of the Udmurt Republic)

Although the general situation in Russia's sports is improving, it is still in difficult position in subsidized provincial regions. Main reasons for this lie in the lack of clear sport policy of local authorities that give a priority to professional rather than grassroots sports. It lacks the complete information of the resources and opportunities available in regional sports. The article analyzes theoretical issues of system diagnostics of a regional sports complex as means of search of additional reserves of physical culture and sport.
