Abstract
This paper proposes an adaptive control mechanism of the vertically integrated structure (VIS) processing of secondary resources, which is based on the theory of viable systems St. Bier, ensuring the coordination of the main elements of the VIS in order to achieve the global goal, as well as its rapid change on the basis of external and internal information, which will allow enterprises to adapt to the disturbances of unstable economic environment and thus reduce losses.
