Abstract
Analyses of the metrics of the "information society" (ISoc) are still far from responsive to the needs of many stakeholders and continue to suffer from a number of serious limitations. One grand reason that was noticed is the lack of overarching theory in the development of these measurement instruments. Therefore this study attempts to derive information society measurement metrics from a new framework developed from existing framework established on proven theories. Hierarchy of Information society by Gardin, (2002) and Goal setting and goal pursuit model was used as underpinning theories. The social network analysis was suggested as the appropriate data analysis. The new theoretically derived metrics and the analysis bringing relationship of ICT data with the social life of the people is assumed to realized a generic framework. This will produce result of information society measurement that can be useful for monitoring information society initiatives of different countries,decision making and planning.
