THE INTERNATIONAL LEGAL FRAMEWORK FOR THE PROTECTION OF HUMAN AND CIVIL RIGHTS AND PROHIBITION OF DISCRIMINATION ON ETHNIC BASIS

The present article is devoted to the study of the international legal framework for the protection of human and civil rights and prohibition of discrimination on ethnic grounds. This work is of particular interest due to the fact that the twenty-first century was marked by the escalation in the number and intensity of international, interstate and intra-state conflicts based on religious, national, racial and ethnic difference of some people from others. Victims and refugees (IDPs), these conflicts were millions of people in Asia, Africa, Latin America, and Europe. In this scientific article uses several scientific methods, including: analysis; historical, formal-logical; statistical; historical and legal. It seems that further improvement of international and national legislation regulating the promotion and protection of human and civil rights in ethnic conflicts, as well as non-admission (prohibition) of the discrimination of people based on ethnicity. This will allow to localize the ethnic conflicts, preventing their expansion across countries and continents.
