STRATEGIC PLANNING OF SOCIO - ECONOMIC DEVELOPMENT OF THE MUNICIPALITY

Today Russia celebrates a heightened interest to the problem of planning for economic and social development of municipalities. In terms of socio-economic change, involving adaptation of the municipal formation to the requirements of a market economy and an open international competitive market, strategic planning is the most appropriate tool able to consolidate the efforts of the administration and society in the solving problems of transformation of employment, technology and urban space. This is manifested in the provision of sufficiently wide rights and opportunities for self-development regions, to increase the responsibility of regions for solving their own problems and issues. The idea of a strategic development planning is becoming increasingly popular. Strategic plan in the world practice of municipal management is already recognized as a pivotal element in the system methods that ensure the regulation of the development of the city (district) and to create the conditions for sustainable development. Strategic planning helps local governments make sound management decisions, and adjust according to them the daily life of the local community. Methodological developments in this sphere, state institutions, universities, nongovernmental research centers. However, despite the increasing popularity of strategic planning, a municipal formation unrealizable develop strategies that remain "on paper". Meanwhile, there is the local community that do not have development resources. Each community is unique and could find its economic niche. This is due primarily to the fact that at the local level is not sufficiently well-developed technologies of strategic planning.
