The article generated a set of tools to stimulate private investors to participate in the implementation of reconstruction projects and upgrade utilities infrastructure, including the use of concession agreements and state guarantees return on investment. On the basis of the inversion ranked by the investment attractiveness of the facilities of the property complex of the municipal utilities a mechanism to attract investment sources in the reconstruction projects and modernization of fixed assets of municipal utilities.
