CIVIL-LAW REGULATION OF EXTRA-BUDGETARY FUNDS OF THE RUSSIAN FEDERATION

The relevance of this study due to the results of the evaluation of the current legislation on the civil status of extra-budgetary funds, which found a number of problems of a fundamental nature. In particular, the law is not a legal form corresponding to the status of the state off-budget funds. On the basis of the analysis the conclusion about the necessity of adoption of Federal laws on pension Fund and social insurance Fund. The legal status of state non-budgetary funds should be legislated by giving them a special organizational-legal form of the state Fund.
