Start XXI commemorating the transition from post-industrial to an information society. The main features of this period are the high level of development of information and communication technology and their intensive use by citizens, businesses, NGOs and public authorities; implementation on a national scale electronic document management, electronic storage of documents, translated into electronic government accounting activities; as well as the creation and development of special requests for information and service systems public organizations. It becomes more obvious that the transition in the field of document management to paperless document is impossible without the study of questions about archiving and ensuring the use of electronic documents in storage.
