Abstract
From the moment of entering of the bill until the bill is passed by bodies endowed with certain powers take a while. Often the meaning of the bill varies in smyslu after its adoption. This stems from the fact that often the individuals who take part in the development are not specific for this activity knowledge. In my opinion this is due to the fact that, in considering and amending the bill that podrazumevaetsya bringing the rule of law with the current legislation, lost the original logicheski plan submitted for consideration of the bill.
