Abstract
This article shows the role of the Gulag in the development of the infrastructure of the Soviet circumpolar world. The thesis of the necessity of application of forced labor in the formation of the Soviet state, shows the factors of this need. Currently using the results of corrective labor camps and special settlements of the neo-capitalist system of the Russian Federation.
