THE LEGAL BASIS FOR THE DEVELOPMENT OF STATISTICAL AGENCIES IN THE RUSSIAN EMPIRE IN THE FIRST HALF OF THE XIX CENTURY

The article deals with the formation of the normative system of statistical services in the Russian Empire. Stages of development in the first half of the XIX century. The starting point for the organization and development of statistical data, and at the same time most of the statistical system is considered to be the Highest Manifesto on September 8, 1802 This circular determined the order of the governor's report to the Ministry. Governor's statements were the first official document is intended for the information of higher authorities about the situation on the ground. In 1811, statistics of the Ministry of Internal Affairs moved to the Ministry of Police, in which the Department of Statistics was established, headed by KF Hermann. In 1817, the Statistical Office was reorganized once again. It was established by the academic establishment, counting, drawing and part of the registry. For the purpose of control and maintenance of order in the work carried out in 1819, the Statistical Office of the Department of the Ministry of Internal Affairs was transferred to the former structure. Significant changes were outlined in the mid 30-ies. XIX century. In 1834, the Emperor had approved the "Rules for the statistical department at the council of the Ministry of Internal Affairs and statistical committees in the provinces." An important tool in conducting statistical work is the design of the provincial and regional statistical committees. For the purpose of the system and the formation of a unified information across regions left "General mandate civil governor" in 1837. Regular legal transformation of the administrative state statistical agencies are 40-50-th years. XIX century. In 1852 a special temporary Statistical Committee was formed by the Minister of Internal Affairs.
