Abstract
The most grant regions are in-process educed for 2016, the basic problems of regions-recipients are certain, including crisis, backward and depressed regions. Rating is analysed 10 grant regions of Russia on 2016, including the region of Republic of Crimea. Regions-donors that in 2016 showed strong economic growth are considered. The problems of grant regions are educed and the ways of effective management are certain regional economic security. The project of strategic development of Crimea is considered.
