THEORETICAL AND METHODOLOGICAL APPROACHES TO THE STUDY OF ORGANIZATIONAL BASES FOR CONDUCTING STATISTICAL CAMPAIGNS (BASED ON THE MATERIALS OF WESTERN SIBERIA IN THE SECOND HALF OF THE 19TH CENTURY)

The article considers theoretical and methodological approaches to the study of the organizational basis for conducting statistical campaigns based on the material identified in the territorial boundaries of Western Siberia in the second half of the 19th century. The methodology of studying the history of the development of statistical services is formed on the basis of various research scenarios, where the most frequently used in practice are the formation theory and the concept of modernization. Based on the materials of one-day censuses, methodological approaches to the evaluation of the organization and conduct of campaigns are proposed.
