Abstract

The contribution of P.I. Keppen to the development of the theory and practice of statistical accounting is considered in the article. The first half of the 19th century was a time when statistical studies were still extremely closely related to geographic studies. The solution of many statistical issues was very difficult due to the lack of necessary geographic data. Statisticians often became authors of geographical descriptions. Among those who actively collected both statistical and geographical information about Russia, was P. I. Keppen. He was the author of the first articles on the foundation of the RGO. Special attention is paid to the analysis of the ninth audit and substantiation of the census as a form of statistical accounting.
