THE CONSTITUTION AND THE NATIONAL QUESTION IN THE FORMATION OF THE SOVIET STATE

The formation of the new state in a large area and with a large number of nationalities were closely associated with the recognition and attempted solution of the national question. The old national policy has stressed the role of the Russian people as the "host" ethnic group. The power of the Bolsheviks saw the need for the establishment of the Union of national republics on a free basis, which was reflected in major documents of that time.
