NEGATIVE EXTERNALITIES AND THEIR REGULATION IN THE RUSSIAN FEDERATION.

In this article, the analysis of the topic of the role of negative external effects is considered and is of scientific and practical interest. External effects are called unintended consequences from the effects of one agent on another, because of the consequences are negative. Types of negative external costs, and ways and methods of their regulation by the state are revealed. Economic means of state regulation are divided into instruments of fiscal, monetary, public and external financial policies. As a result, the problem of external effects is becoming more urgent.
