Abstract
In this article, the company OGAUS «Irkutsk Regional Clinical Consultative and Diagnostic Center» is considered. A cognitive map was developed. Further, the tree of goals was imposed on this. On this basis a set of indicators was formulated. A system of balanced indicators was developed and a SWOT analysis was conducted. As a result, the main problem and the factors that gave rise to it were clarified.
