EXPERIENCE OF CREATION OF SPECIAL ECONOMIC ZONES IN THE RUSSIAN FEDERATION

Abstract
In the world practice, special economic zones can be an instrument that stimulates the economic development of the country as a whole or certain areas of economic activity. The use of such a tool in the Russian Federation is characterized by inadequate development planning, as a result of which the number of zones multiplied before giving a proper result. There is a discrepancy between the construction plans, the commissioning of infrastructure, the planned number of residents and jobs, as well as a large skew in the tourist and port areas of the invested budget funds against private ones. An attractive balance is observed in the aggregate of industrial zones, but, unfortunately, not all territories are effective there. This actualizes the need for rethinking the experience of implementing the concept of development of the SEZ and the effective functioning of territories with a special economic regime within the economic system of the region and the state as a whole.
