PROBLEMS OF QUALIFICATION OF CRIMES RELATED TO THE ABUSE AND EXCEEDING OF OFFICIAL AUTHORITY

The most common crimes in Russia are crimes committed by public officials (more than 30 thousand recorded crimes, or nearly 28% of all detected offences). Abuse of power is today the subject of attention of legislators and legal professionals engaged in systematic efforts to combat corruption in public bodies and institutions. This type of crime poses a serious obstacle to the rule of law and market economy and expressed in discredit of the entire system of state power, thereby reducing the level of public trust on the part of citizens.
