Abstract
The paper is aimed at examining the problem of enhancing the quality of road planning and choosing design concepts. A particular attention is paid to informational limitations in economic justification of investment programs and individual projects. The author analyses the shortcomings of the design system caused by the lack of information necessary for top management to make informed decisions, and its delay at the project stage. The contradictions between the need for information when choosing cost-effective measures and the rules for financing design and survey work are discussed. Approaches to the development of models for the optimal choice of pre-project surveys taking into account potential results from improving the network development schemes and project designs are formulated. The scientific result of the research is the algorithm developed by the author for changing design rules. The proposed activities will reduce the level of uncertainty and inconsistency of decisions taken.
