Abstract
The UNFCCC's COP23 meeting in Bonn this fall failed to hand down an implementation plan or set of management strategies for putting the COP21 TREATY from Paris 2015 into practice. Global warming is picking up speed, but anti-global warming policy implementation is lacking, despite the fact that the chief objectives have been enacted. The problematic here is the nature of a common pool regime (CPR) like the COP21Agreement: it is an ocean PD (prisoner's dilemma) game. Here, we examine the defection option against the COP21 Treaty. Several nations may be tempted by reneging.
