Abstract
The article presents the analysis of normative and legal acts in the field of inclusive education, the system of formation of professional competence of teachers on the issue of inclusive education within formal and informal professional development is considered, the results of researches empathy formation level and the positive relation to innovations are given in aspect of the organization of inclusive education of the South of Kuzbass teachers.
