Abstract
The article shows the process of development of the shadow economy in the USSR to the "stagnation era". The inability of the planned system to meet all the needs of the population led to the development of an illegal economy. The shadow economy was not a static phenomenon and was constantly changing, becoming an integral part of the economic life of the country.
