In this article the problems of information technology formation in Russia are considered. The characteristic features of information technologies in Russia are analyzed. The necessity to form information technologies in Russia has been identified and justified. On the basis of the research carried out by the author, it is proposed to highlight the main features of the formation of information technologies in Russia and its definition is given, the main characteristics of information technologies are formulated.
