Abstract
The article considers the processes of the directive and indicative planning around the world. It has been observed that directive planning significantly contributed to the economic development of poor countries, yet as experience has shown, it was only a long-term solution. It has been concluded that the state planning of developed nations used the mechanism for coordinating actions and serving the interests of the nation and economic agents. The indicative planning implies that the government chooses the most promising long-term development objectives, taking into account available resources and providing justification of the tasks, methods, and tools for implementing the economic and social policies. Learning from the experience of other countries in planning as a management function would allow the Donetsk People's Republic to pursue sustainable development with positive growth rates.
