Strategic Management and Entrepreneurship in Promotion of Regional Development

Abstract
The article shows that one of the reasons impeding effective development and implementation of the development strategies of the subjects of the Russian Federation is the lack of strategic fit and entrepreneurial functions of the mechanistic bureaucracies that are the basis for existing structures of regional management. The early strategic management stipulated that the structure always followed the strategy. At present, it is fair to say that the quality of the strategy is largely determined by the management structure: its inability to develop strategies leads to the impossibility of organizing activities for the strategic development of regions. The strategy is inherently entrepreneurial, because it requires setting breakthrough goals and concentrating resources to achieve them. This circumstance determines new requirements for the development of strategy and organization of public management. However, the interest of researchers is mainly focused on the traditional attributes of strategic management - the vision and the mission, and they usually confine themselves to giving their definitions. Failures in the development of strategies have led to skepticism and a weakening of attention to the problem of strategic development of the regions. The methodology of structural design, proposed by Henry Mintzberg, allows us to approach the solution of the problem of new state management, but there is very little domestic research in this direction. The proposed article attempts to create opportunities for strategic management and entrepreneurship in public management in conjunction with structural design.
