Abstract
This article explores the theoretical and practical aspects of financial security, reveals its essence. In particular, the financial security of the state is defined as the protection of state interests in the financial sector, or a level of fiscal, tax and monetary system that guarantees state's ability to effectively generate, store excessive depreciation and rational use of financial resources of the country to ensure its socio-economic development and servicing of financial obligations. Also, the content of threats to the financial security of Ukraine as a combination of actual or potential effects and possible factors that endanger the national interests in the financial sector. The paper identified key institutional deformation as a threat to ensure the financial security of Ukraine. The content and features of institutional threats to the financial security of Ukraine. It was established that the main forms of institutional threatening strains in the financial sector Ukraine at this stage are: the shadow economy, corruption, shadow paranoia, raiding and unproductive capital outflow. These forms of institutional threats are the largest in terms of socio-economic consequences and real threats to the financial security of Ukraine. Proved that dangerous and specific form of a multi-institutional deformation shadow economy in Ukraine is shadow paranoia, which negatively affects the financial security of Ukraine. It is proved that the shadow paranoia - a formation of macro-type state, which, due to the high levels of corruption and shadowing, public services and public benefits are distributed according to market principles, in this formation completely formed and operate effectively corrupt the markets of public services and public goods. Shadow paranoia markets include: administrative and economic decisions, government offices, personnel, public benefits, public education and science, state protection of rights and freedoms, the electoral system and others. The ways of preventing institutional challenges. In particular, proposed a series of effective measures for reducing the shadow economy, anti-corruption, antireyderskih and other institutional measures to prevent threats, which in turn will significantly contribute to the protection of national economic interests to ensure the financial security of Ukraine, strengthening its competitiveness and credibility among the international community.
