Conceptual Basics of the Essence and Content of the Concept of 'Personnel Management'

Abstract
Personnel management is an important component of management in terms of implementing the enterprise or organization strategic objectives. Historically, various definitions of concepts related to the management of human capital in production have arisen. The purpose of the article is the retrospective analysis of the interpretation of the essence and content of the concept of 'personnel management'. The evolution of approaches to the interpretation of the essence of the concept of 'personnel' was disclosed. It was determined that the main personnel definitions was carried out by scientists through the prism of the historical stages of human development and models of relationships between wage workers and owners, managers of enterprises. It was proved that the concept of 'labor potential' and 'labor resources' are almost identical, and represent the potential, reserve, psychophysical, intellectual and creativity resources of workers who have a certain margin of strength for them using in social production at present and in the future. It was revealed that the whole set of interpretations of terms related to personnel creates new conceptual basics, where all these interpretations are not the same name and create the single integrity, but with different facets of knowledge of their essence. It was proved that, in the modern understanding, personnel management is the systematic and purposeful activity that affects the efficiency of business operation and the enterprise's competitiveness in the market environment through the implementation of the personnel policy aimed at continuous development of personnel and its effective use. Effective management of the enterprise personnel can be achieved only under the condition of proper development of personnel, level of its intellectual and psychophysical capabilities, adequate to the needs of modern production and market environment in which the employers and owners should be objectively interested.
